Abigail "Abby" Boylen was a very shy girl from Evanston, Illinois. She came in contact with an alien gas who let her control it, allowing her to fly, among other capabilities, and taking the codename Cloud 9. However she had no interest at the time to be a hero, merely to fly.

Gaseous Aerokinesis: Cloud 9 is able to generate a cloud-like alien gas, confirmed to be extraterrestrial in origin. She is able to create multiple clouds of the gas and manipulate its shape and movement for a variety of effects. Such as:
Flight: By manipulating the gas, Cloud 9 can ride the gas to enable her to fly. She can also carry several passengers with her. The Cloud can travel faster than 600 mph keeping up with a commercial jet. She was capable of outmaneuvering two F-16 fighter jets (capable of 1,500 mph) without succumbing to the air friction of those speeds.
Suffocation: By forcing this generated gas down the throat of an opponent, Cloud 9 is able to keep them from breathing. Her first demonstration of this was when she used the gas to cause asphyxia on Elloe Kaifi.
Mist-Effect: By spreading the gas around, she can use the gas as a cover for her and her team.[4] She can also manipulate the gas into a construct to move and lift objects and people.
She was stated to be below Class 50 in the threat classification of the Initiative.
