Toomes attacked Spider-Man when he attempted to take pictures of him for the Daily Bugle. After knocking out Spider-Man, he dumped him in a water tower. Later, Spider-Man figured out that Vulture's wings used electro-magnetism to fly, so he had created an EMP-like device that would disable Toomes' ability to fly. Toomes was arrested after presumably landing in a dumpster.
